Reference Image Overlay

Allow for a 2D image to be set as a Reference Overlay, and with the press of a shortcut key turn it on or off. Add option to set the opacity of the overlay, scale and rotation. This allows for a reference of a previously created map, which serves as a guideline for the current project.
