Trying to load empty map leads to seemingly infinite loading

Open Application off clean install Go through normal tutorial progression until end. Once free control is given, exit application. Re-launch application. Exit to Main Menu screen. Close and re-open application to start in Main Menu. Try to load blank map generated by tutorial. Bug occurs. Seems to load infinitely. Right clicking still changes mouse icon as if interacting with the map. Unclear if map is loaded behind the loading screen and loading screen is stuck or separate bug.
